people destroy the environment, cars need people to cause significant environmental harm. If you just reduce the commonality (people) there will be less environmental harm, fewer deaths, and fewer cities pushing their employment heavy ideals on the rest of the country.

where I am (Alaska) this is mostly used around buisness everyone hates and where there are a lot of walkers to prevent lawsuits; as for snowplows and critical roads, just use giant snowblowers and accept the need to repair the road annually.
it can save money over labor and increased road maintenance of snow plows, it also makes it significantly less of a trip hazard because ice patches get removed faster.
usually just a death wish in my experience, also interestingly there are some sections of freeway that bikes can legally use (even more of a death wish).
